Before contractors begin a project, they must submit a bid or price quote to the individual, company, or government agency that will pay for it. To make an accurate bid, contractors study the building plans and specifications while keeping in mind material, labor, and safety considerations. They may hire a cost estimator to do this job. The lowest bid is usually, but not always, accepted. Other factors, such as the quality of a contractor's past work, may be taken into account.
Maintaining vendor & contractor relationships

Payment of bills
A bill or invoice is a document requesting payment for an order previously supplied. Enforcement of Covenants & Restrictions
Restrictive covenants are commonly registered against commercial properties. General covenants such as those restricting the heights of structures or forbidding certain "dirty" businesses (such as feedlots or chemical production facilities) are common in industrial areas located near residential communities. Developers may seek to restrict the type of business allowed to operate in a certain area so that a purchaser of land in a research park, for example, could not turn the building into a bingo parlour or a tool and die factory.
